Purpose of Assignmint:

Effective financial management, systems, technology, and capacity building ensure the organization can sustain itself and advocate for children globally. In the past decade, UNICEF has built and continues to grow its private sector fundraising (PSFR) capacity in around 20 middle-income – and emerging high-income – countries where it maintains programmes (‘programme countries’). These countries are where a fast-growing private sector (especially a booming middle class) provides an opportunity for generating new funding streams to support UNICEF’s work with children. As a result, several UNICEF country offices are now substantially or wholly funded by revenue generated from businesses, trusts/foundations, and individual donors within their own countries. This approach reduces the dependency on UNICEF’s global resources, enabling the organisation to apply flexible resources where the needs of children are the gretest.

The primary objective of this consultancy will be to deliver a blueprint with actionable recommendations for implementing data and evidence management and visualisation tools to provide UNICEF with a comprehensive view of its financial health, operations, and programme impact. The secondary objectives of the role would be to develop capacity-building initiatives, reporting mechanisms and processes.

How can you make a difference? 

Scope of work:

1- Project Coordination, Delivery & Support

  • Provide holistic project coordination and delivery support by working with various stakeholders related to the data transformation plans of the Division of Fundraising & Partnerships to support evidence-based decision-making, this includes
  • Current situation and business needs;
  • Existing systems, tools and procedures;
  • Stakeholders;
  • Collate business needs;
  • Identify key actions, sequencing, timelines and relevant support necessary to implement evidence-based decision-making into systems, tools and business operating procedures and policies.
  • Work with stakeholders to identify business needs, challenges, and areas of support.
  • Audit UNICEF data and key performance indicators to determine quality.
  • Develop recommendations on the management of UNICEF data and systems.

2- Reporting & Dashboards

  • Formulate a data governance and integration policy based on the audit to ensure quality and consistency.
  • Identify areas to strengthen reporting mechanisms and processes.
  • Develop various dashboards integrating various data to meet the needs of internal clients.

3- Stakeholder Mapping

  • Conduct a stakeholder mapping of all internal and external stakeholders.
  • Identify the role and responsibilities of all stakeholders.
  • Ensure stakeholders are informed, and their perspectives are considered.

4- Capacity Building & Customer Service

  • Identify capacity-building needs concerning data and reporting.
  • Work with relevant stakeholders to coordinate and design capacity-building workshops, webinars and communities of practice.
  • Provide ad hoc support to internal customers related to data and reporting.

Since implementing and deploying digital tools and technologies is a dynamic work area, the consultant will work closely with the supervisor to define the outcomes. Internal and external factors (such as decision-making processes, procurement of new tools and technologies, ICTD security and data protocols and changes in organizational policy) will impact the implementation process beyond the consultant’s or CODAS’s control.

This new process requires critical thinking, business acumen and the ability to innovate and solve business problems using new thinking and ways of doing business. The candidate must be curious and willing to investigate ideas and concepts and create and propose solutions with the confidence to navigate uncertainty with agility.

The role will support strengthen data systems, strengthen the capacity of staff to improve reporting and driving a culture of evidence-based decision making to support business decisions related to private sector fundraising and the financial management of UNICEF COs.

Supervisor: Project Specialist Country Office Development and Support (CODAS)

To qualify as an advocate for every child you will have… 

Minimum Qualifications, Experience, Knowledge/Expertise/Skills required.

Education:

  • An advanced university degree (Master’s or higher) in one of the following fields is required: Business Administration, Marketing, Communications, Fundraising, Management, Humanities, or another relevant technical field.  
  • Alternatively, a first-level university degree (Bachelor’s degree or higher) combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.  

Experience:

  • A minimum of five years of professional experience in market development/start-ups (entering and establishing new markets) or business model innovation in fundraising or the subscription services industry is required.
  • Experience working on financial management within UNICEF or other UN agencies.
  • Demonstrated experience in understanding and translating abstract ideas or concepts into actionable steps. 
  • Proven experience working in a multi-cultural environment and with cross-functional teams to achieve common goals. 
  • Experience working in UNICEF country or regional office is highly desirable.

Language:

  • Fluency in English is required. Knowledge of other UN official languages is a plus.

Remarks:  

Please indicate your all-inclusive (lump sum) fees against the deliverables listed above, including all associated administrative and travel costs (if applicable), in the cover letter. The office selects the individual based on best value for money.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
